We are diligently working to implement the internal systems for processing STR related applications now that the new STR ordinance has passed.  We are expecting a significant volume of applications.  As such, we don't have a definitive review timeline established but plan to have one sometime in August and will post the information on the website at that time.

What is a Short-Term Rental?

A short-term rental is defined as a dwelling unit offered, provided, used, or operated as a lodging accommodation to guests in exchange for remuneration for a period of less than 30 consecutive days while the owner or other permanent resident does not reside in the dwelling unit. The term short-term rental shall only apply to periods of time when the owner or other permanent resident is not residing in the dwelling unit.

What is a Hosted Short-Term Rental?

A hosted short-term rental is defined as the use of one guestroom located within a dwelling unit offered, provided, used, or operated as a lodging accommodation to guests in exchange for remuneration for a period of less than 30 consecutive days while the owner or other permanent resident is residing and present in the dwelling unit.

Short-Term Rental Overlay Zone

The Overlay zone creates the boundaries of the three different zones in the city regulating Short-Term Rental units. 

  • Zone A (Green): Unlimited
  • Zone B (Yellow): Restricted 
  • Zone C (Red): Prohibited

Is A License/Permit Required to Operate an STR?

Yes, it is unlawful to advertise, offer, provide, or operate a short-term rental or hosted short-term rental in the City of Steamboat Springs without first obtaining a license. All short-term rentals and hosted short-term rentals shall obtain a license prior to January 1, 2023.

Types of STR Licenses

There are 3 types of STR license:

  • Unrestricted licenses are required for all short-term rentals located within Zone A of the Short-Term Rental Overlay.
  • Restricted licenses are required for all short-term rentals located within Zone B or Zone C of the Short-Term Rental Overlay.
  • Hosted licenses are required for all hosted short-term rentals.

How do I apply for a STR License?

The city is not yet able to accept license applications. When available, information will be provided here.

I have a VHR Permit. What is required after June 15, 2022?

After June 15, 2022, you will no longer be required to renew your VHR permit annually. Instead, you will need to obtain and annually renew an STR license. As long as you maintain an annual STR license, your VHR permit will continue to be valid and will transfer with the sale of your property.

Properties with valid VHR permits do not need to apply for legal nonconforming registration.

I’ve been using my property as an STR and am located in Zone B or Zone C. What is required after June 15, 2022?

After June 15, 2022, you will need to register your STR as a legal nonconforming use. To do so, you will be required to provide documentation proving you lawfully used your property as an STR within the 12 months prior to June 15, 2022. Documentation includes proof of bookings/stays and evidence of sales tax collection and remittance. You can apply for a legal nonconforming registration through the CityView Portal by clicking on "Apply for a Planning Application."

Once registered as a legal nonconforming STR, you will need to apply for and obtain a STR license. As long as you maintain an annual STR license and do not abandon the STR use for a period of 12 months, your nonconforming registration will continue to be valid and will transfer with the sale of your property.

How do I register my property as a Legal Nonconforming STR?

You can apply for a legal nonconforming registration through the CityView Portal by clicking on "Apply for a Planning Application."
