Gail Garey - Pro Tem - District I
Gail Garey began her first term on City Council after winning the District I seat in the November 2021 election. She won re-election and a second term in the seat in November 2025. Her campaign highlighted this special community that values its small-town culture, western heritage and natural assets including the Yampa River, Howelsen Hill and Emerald Mountain. Garey and her husband moved here 25 years ago and their two children have flourished because of the unique community-mindedness, something that still sets Steamboat Springs apart from other ski towns in Colorado and across the West.
As founder of Impact 360 Strategies, Garey helps businesses achieve B Corporation certification by advancing environmentally and socially responsible practices that strengthen both their bottom line and community impact. Prior to founding Impact 360 Strategies, she held leadership roles in customer service, marketing operations, and government relations for a global telecommunications company.
With decades of community engagement and public service, Garey has volunteered with local schools and the Winter Sports Club, chaired the Organics Task Force that helped establish Cowgirl Compost’s community-wide composting program, and currently serves on the Board of the Yampa Valley Sustainability Council.
In her role on City Council, she chairs the Climate Action Plan Collaborative and represents rural communities on the statewide advisory board for Colorado’s Extended Producer Responsibility Program, which will expand recycling access across the state. Her broad experience—as a mother, business owner, and environmental steward—provides a balanced, community-centered perspective. She remains dedicated to accessibility, transparency, and collaboration, working to preserve Steamboat Springs’ small-town character while supporting thoughtful, community-driven decisions that benefit all residents.
